Free medical camp held at Thrizino

ITANAGAR, Oct 3: The Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) had conducted Free Medical Camp at Thrizino in West Kameng on 30th Sept 2013 last. Attending the programe board secretary Ojing Darung said that present state government is supportive in nature particular for workers. He also lauded the district team for giving free medical benefits at remote sub-divisional headquarter.  T. Jerang, District Labour Officer, West Kameng District highlighted the benefits of the Board and requested the workers to come forward for registered their name in the Board to avail the benefits.20 Medical staffs and 2 Doctors had been participated and more than 300 hundreds people of Thrizino circle were screened.

 

GSU seeks empowerment of Likabali SDO

ITANAGAR, Oct 3: Galo Students’ Union (GSU) has appealed to the Chief Secretary of the State for re-delegation of power to Likabali SDO to issue Permanent Residential Certificates, Land Possession Certificates, Scheduled Tribes Certificates etc, in the greater interest of people residing at Assam-Arunachal boundary.

GSU in its petition to the Chief Secretary said that the power to issue those certificates by the SDO, which was conferred on him 2008 has been revoked in 2010 without any valid reason.

 

Hindi exam not conducted due to shortage of teacher: KKSU

ITANAGAR, Oct 3: Kargu Kardi Students’ Union (KKSU) in a release informed that examination in Hindi subject of Class XI and XII at GHSS, Yomcha in West Siang has not been conducted during the half-yearly examination due to non-availability of teacher.

Describing the non-conduction of the examination very unfortunate, KKSU held the authority of education department solely responsible for this kind suffering faced by the students.

Claiming that the Hindi teacher of the school has been transferred out prematurely before completion of her term without any reliever, the students union demanded the Director of School Education (DSE) to immediately post a Hindi teacher for the sake of future of the students.

 

‘ Steps  taken for Hydel  project restoration’

ITANAGAR, Oct 3: The prevailing power crisis at Seppa and its adjoining areas will be continued for some more weeks as heat exchanger of the cooling unit has developed serious problem after repairing of the Servo motor and Oil pressure units of Pacha hydel project.

While informing this, the EE of Seppa Electrical Division informed that all arrangement for replacement of the old and defect heat exchanger has been made and it will be a matter of few weeks for complete restoration of the hydel project.

The EE informed that power supply from NEEPCO switchyard (Khupi) and through DG sets will be continued on load shedding basis.

Shifting of sub-station and conversion of existing 11 kv line to 33 kv line from Bana to Seppa as committed by the power minister has already been started and temporary sub-station gang work and earthing arrangement at power house, Seppa to receive 33 kv line from Bana has been completed.

 

AAPYWA appeals for immediate construction of green field airport

ITANAGAR, Oct 3: The All Arunachal Pradesh Youth Welfare Association (AAPYWA) has urged for immediate construction of Green Field Airport at either Karsingsa or at Hollongi.

In its charter of demands addressed to the chief secretary, it said, after spending so many crores on the survey work and the investigation charges, now it is being delayed for no reason.

Its other demands are immediate completion of the construction work of state assembly hall and immediate four laning of all national highways within the state.

 

AAPUEA asks for early declaration of AAPUEA result

ITANAGAR, Oct 3: The All Arunachal Pradesh Unemployed Engineers’ Association (AAPUEA) has urged upon the urban development and housing department to declare the result of AUPO written examination on or before October 15.

In a letter to the chief engineer-cum-director, while saying that the result should have been declared within 45 days, it stated, it has been more than four months now and the delay is causing frustration to the unemployed engineers.

“If it is not declared on or before October, we will ask for re-conduction of the exam as we are afraid that the result may be manipulated.”

 

Women conducts surprise checking, seize huge quantity of tobacco products

YINGKIONG, Oct 3: With the initiative of the Upper Siang Women Welfare Society headed by Mekem Nopi and Oma Tamuk(Pertin), a surprise checking against tobacco-related substances  was conducted at Yingkiong Bazaar in presence of Town Magistrate, Toni Mitkong, CO and Duggong Osik, SI along with few other police personnel on  Sept 28 last.

They picked up and seized materials  like Gutka, Tiranga  from shops and burnt all the materials in presence of the magistrate and the police.

They warned the shop/gumti owners that no such item shall be sold from their shops henceforth. The Deputy Commissioner of the district, L. Borang appreciated the laudable efforts and the commendable works done by the Women Welfare Society and also warned all the shopkeepers not to sell all type of drug abused items and encouraged women Welfare Society to continue their social services in eliminating anti-social elements in future.

Election training held at Changlang

CHANGLANG, Oct 3: Election Training to the Sector Officers, Micro Observers, Counting Supervisors and Counting Assistants was held at the Deputy Commissioner’s Conference Hall on  Sept 30 last.

S. S. Choudhury SDO (HQ) cum Resource Person imparted the training. He advised the trainees to be well equipped on various rules and procedures so that one does not face any confusion or difficulties while conducting and counting during the election next year. The training provided to infuse better knowledge in intensive way so that, those entrusted in various nature of election duties and responsibilities remain alert physically and mentally to make free, fair and error free election. Workshop on water quality testing held

RUKSIN, Oct 3: In its continued efforts to raise mass awareness about the importance of safe drinking water, the Public Health Engineering and Water Supply (PHE) today conducted a day-long workshop on “Drinking water quality tests” at Ngorlung community hall.

The PHE officials imparted training to the local villagers and PRI members about the methods of testing the quality of drinking through demonstration. They also distributed water testing kits among the PRI leaders.

The technicians also tested water samples collected from two natural water sources--Rombo and Sille Rivers.

While highlighting the problem faced by the people due to drinking water scarcity, Ruksin Anchal chairperson Aruni Jamoh urged the PHE officials to solve the problem at the earliest.

 

Six enter final in Subansiri Melody Hunt

DAPORIJO, Oct 3: Six competitors have entered the final round in the Subansiri Melody Hunt.

Four out of the 10 competitors were eliminated in the semifinal round held at Singhik Hall here on September 29 evening.

The final will be held at Rijo ground here.

The last elimination cum semifinal round was attended among others by former NESO General Secretary Gumjum Haider, ZPM Yamin Niji, officers, public and students.

Centre committed to development of Arunachal

SAGALEE, Oct 3: “The Center is committed to the welfare and development of the North East and Arunachal Pradesh in particular,” said Union Minister for Road, Transport and Highways, Oscar Fernandes during his maiden visit to picturesque Sagalee in Papum Pare district today.

Oscar, who arrived here with his better half, lauded the picturesque Sagalee valley and urged the people to maintain the greenery along with infrastructural development. He said Arunachal Pradesh has huge potentials in every possible sector and assured cooperation from the Center in sustainable progress of the state.

Addressing a huge public rally at general ground here, Oscar appreciated the concerns raised by Chief Minister Nabam Tuki regarding development of road infrastructure in the state. Pointing that roads are the lifeline of the land-locked state, he expressed optimism that his Ministry would extend support to the plans and visions of the State Government. “Your Chief Minister has placed certain genuine demands and I assure you all will be considered positively by my Ministry and will support the State Government in fulfilling all of them,” he said in response to a five-point memorandum submitted by the Chief Minister.

Tuki earlier read out the memorandum for convenience of the people and expressed hope that Oscar, who has been a ‘friend, philosopher and guide’ for Arunachal Pradesh, would sympathetically consider all the demands for development of road infrastructure under various schemes of the Central Government.

The demands placed by the Chief Minister includes four-laning of Itanagar-Banderdewa (NH-52 A), two-lane Khonsa-Hukanjuri NH 315(A), two-laning of Sagalee-Mengio Road (75 Km) to connect Lower Subansiri district, two-laning of Margherita-Changlang Road (44 Km) as extension of NH37 to link NH52B, East-West Industrial Highway from Bhalukpong to Ruksin via -Seijosa-Itanagar-Doimukh-Kimin-Dollungmukh-Likabali-Dipa-Nari and two-lane highways to connect important river basins.

“We shall work out detail modality in each case, after proper field survey of the proposals and submit the detail estimates to your Ministry for favourable consideration,” Tuki added.

He reiterated that despite hurdles, works are under progress for development of road infrastructure and the State Government is monitoring it through several review meetings. He also assured that the State Government will not hesitate in taking actions like debarring from further biddings and termination of contract of non-performing contractors in interest of the projects.

The public rally was also attended by Union Minister of State for Minority Affairs Ninong Ering, Rajya Sabha MP Mukut Mithi, Lok Sabha MP Takam Sanjoy, State PWD Minister Chowna Mein, PWD Parliamentary Secretary T N Thongdok, AICC Secretary Dr Jayakumar, officials from the Union Ministry of Road, Transport and Highways and the State Government.

Earlier, immediately after landing at Sagalee, the Union Minister laid the foundation stone for the Nechiphu-Hoj (311 km, NH 229) stretch of the Trans-Arunachal Highway and inaugurated the Sagalee Don Bosco School and the Arch Bridge over Pare River.

 

 

Union minister reviews road projects

ITANAGAR, Oct 3: Reviewing the progress of national highway works  and  centrally sponsored road projects of Arunachal Pradesh today here at State Banquet hall in the evening, Union Minister for Road Transport & Highways Oscar Fernandes called for maintaining timeframe of various road projects to bridge the infrastructural deficit adding that  fund for such priority sector is  available. He asked the State PWD, MORTH & BRO  to work  on achieving maximum connectivity in  the border state on time to avoid cost overrun   and in view of the short working season and above all as roads are the lifeline of connectivity  in this landlocked state.

Informing about the recent meeting held at New Delhi under the initiative of Prime Minister to monitor the implementation of road and highway projects and the meeting of NE states held earlier at Guwahati as a precursor to it, the Minister  said that  tour to Arunachal Pradesh is a commitment to take forward the Centre’s concern to speed up development in NE region through connectivity.

Assuring to look into the five-point memorandum submitted by Chief Minister Nabam Tuki for improvement in the infrastructural development in  Arunachal Pradesh, he said that Centre is focused on providing connectivity of north eastern region with the rest of India  and within North East. The connectivity of the region with other countries as part of promoting the Look East policy is also a priority, so that Arunachal Pradesh  and  other NE states march ahead economically. Proper road connectivity is also a requisite for facilitating the timely completion of Hydro-power projects, he observed.

On the hindrances to road projects faced due to forest clearances, he informed that Prime Minister has given directive to Ministry of Law to work out viable ways how Arunachal Pradesh &  other NE states can be given special exemption for developmental projects.

Earlier, the Chief Minister Nabam Tuki, while apprising the need for various infrastructural  development like exploring tunnel roads and opening up  of Stillwell road, appealed for the need for creating a separate working calendar for NE and single window clearance system for speedy clearance of projects. He also raised other issues also to give opportunity to local qualified contractors and putting a cap on lowest bidder so that quality of work is not compromised. Tuki further said in view of BRO being relieved of its workload of projects and the state PWD taking up  many projects, “ we have to strengthen our  own manpower”.

Minister for PWD  and  Finance, Chowna Mein  earlier in his welcome address said that PWD has picked up momentum in implementing the various TAH projects adding that the works are in full swing. He said that Central  flagship programmes in  Arunachal Pradesh in Water Supply  and   sanitation, in rural development, BADP including TAH are properly monitored under the third party monitoring project. He also took up the matter of opening the Stillwell road to boost the economy of the  Arunachal and NE region as a whole.

Secretary MORTH, Vijay Chhibber informed that 3 positions of CEs for NE has been created with one at Itanagar to function as project implementation units and also called for strengthening state PWDs as Centre has reduced responsibility of BRO to enable them to concentrate on strategic roads.

Foundation Stones laid: Earlier, the Union Minister laid the foundation stones of the  19. 260 Km 4-lanning of Itanagar-Holongi section of NH52 A  and 31.50 Km  NH52 section of  Itanagar to Banderdewa at Chimpu. The Itanagar to Hollongi project is an ongoing project under SARDP-NE and the target date of completion is 04-08-2014. Governor exhorts younger generation to become agent of change

ITANAGAR, Oct 3: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma  today called upon the  faculty members  and students of the Rajiv Gandhi university to be the ‘agent of change’. The Governor, who is the Chief Rector of the University,  was addressing the faculty members and students at the University auditorium during his visit to the University.

Calling the students as the future of the Nation, the Governor said that the nation's progress solely depends on them.

Sharing his experience of 50 years in public service, the Governor pointed that his generation is now in the process of handing over the baton into the hands of today’s young men and women. The responsibility of restoring India’s glory and making it reach its full potential is on them. He exhorted the younger generation to discipline themselves. “Discipline leads to respect for each other, which in turn creates peace and harmony in the campus and in the society. Discipline since early life helps to grow as a responsible and responsive citizen. That will not only help in inculcating a quest for knowledge, a spirit of tolerance, a positive mind and respect for fellow human beings, but also in bringing out the best in a person.”

Recalling the India’s ancient reputation all over the world as a glorious centre of education, the Governor urged upon the students to be inquisitive. He advised them not to be trapped by dogma, which is living with the results of other people’s thinking.

Stating that excellence is the key, the Governor advised the students to strive to be excellent and best to be in whatever field they choose. He also advised them to have a purpose in life. “One’s purpose in life has an overriding influence upon what he does with his time, energy, and resources. It can also have a profound effect upon how he relates to other people. Without this purpose, life has no compass and meaning. It is essential to define what is his or her purpose in life.”

Addressing the members of faculty, the Governor said that one of the biggest challenges they face is creating human resource qualified to meet the needs of today’s dynamic world. He advised them that they must make the students ready for avenues for employment, entrepreneurship and industry.

Citing the development activities of the State, the Governor urged upon them to prepare human resource keeping in view the future requirement of the State and the country.

The Governor, who toured the whole University campus, was very impressed by clean and green campus, departments and various centres, especially the Arunachal Institute of Tribal Studies and Centre for Excellence in Biodiversity. He expressed his confidence that RGU will be centre of excellence for research activities covering multidisciplinary and emerging areas of knowledge in the north eastern region. Fernandes urges youth to fight together against AIDS

ITANAGAR, Oct 3:  The Union Minister for Road Transport & Highways Oscar Fernandes called upon the youths of the state to volunteer them in rooting out the HIV/AIDS disease from the society. He was addressing a HIV/AIDS Awareness Rally at the IG Park here this evening attended by galaxy of dignitaries including Union MoS Minority Affairs, Ninong Ering, MPs Mukut Mithi & Takam Sanjoy, ministers, Parliamentary Secretaries and Legislators.

Fernandes, who is also the President of the Forum of Parliamentarians on HIV/AIDS categorically stated that volunteering of youths to spread the message of the dreaded disease thereby involving every home, every member of the family is the best way to fight against the disease and achieve the target of 3 Zeroes-Zero new HIV infection, Zero discrimination and Zero AIDS related death in the state in particular and nation in general.

As a motivation to the youths, the Union Minister played music on the tune of “We shall overcome” in his mouth organ before exhorting them to join hands together to fight against the disease.

Chief Minister Nabam Tuki on the occasion said that HIV/AIDs is affecting the socio-cultural aspects of the society and called for a holistic approach towards solving the vexed issue. He stressed on the need to take the campaign to the rural areas to make the rural people untouched to the disease. Speaking on the various programmes of the state government to develop the health sector in the state, the Chief Minister informed that the CM Insurance scheme is benefitting more than 2 lakh rural people of the state, proposing the Union government for super speciality hospital & medical college in the state, besides taken up various initiatives to fight with HIV/AIDs through APSACS.

Appreciating all the elected representatives for playing pro active role during all MMC programmes, Tuki appealed all the public representatives to include HIV/AIDs topic in their speeches and opined for introducing the topic in school curriculum for long term permanent solution. While stating that a holistic approach will go a long way in sensitizing the people, the CM appealed all to come together in the crusade against the HIV/AIDs.

Earlier, Atum Welly, Minister Health & FW, while welcoming all, appealed all the MPs & MLAs to help APSACS to mobilise fund from their local area development funds for HIV/AIDs awareness programme.

Neeraj Dhingra, DDG, NACO and Osama Towel, UN, Country Coordinator spoke on various HIV/AIDs programmes, while Nido Pavitra, Parliamentary Secretary H & FW presented a power point presentation on the HIV/AIDs scenario in the state and various programmes taken up in the state.

Administering of pledge, video show on HIV/AIDs and Musical performances by- Dancing Devils and Omat Komut Collection were other highlights of the programme. DIPR

 

 

SUMA leader receives threatening call

ITANAGAR, Oct 3: Students Union Movement of Arunachal (SUMA) President Biri Tabing in a release informed that he has received threats in form of phone calls from an unidentified person directing him to stop doing any activities against Naga People's Front (NPF)’s promotion in Arunachal Pradesh.

“I have received the first threatening call  on September 30 evening at around 9 to 10 pm from an unknown phone number (9402459922) directing me to stop doing any activities against Naga People's Front (NPF)’s promotion in Arunachal Pradesh.

The anonymous call further ordered me to refrain from lodging any more complaint against NPF.  The same call was repeated from the same number on the very next day (i.e. October 1),” Tabing claimed in a release.

SUMA team led by its Convenor on September 27, 2013 had lodged an FIR with Ziro Police station against advocate Subu Kechi questioning the logic behind his personal interest in promoting NPF in Lower Subansiri district, Arunachal Pradesh, the release informed.

“Again, on September 30, 2013, I lodged a complaint against few prime promoters of NPF, namely Tapir Gao, Jaadik Tali, Geli Ete and Subu Kechi in the office of Director General of Police (DGP), Headquarters, Itanagar and copies of the same was circulated to all media houses for publication as well posted in social networking site,” the release said.

Meanwhile, Tabing while apprehending security fears said that the persons against whom the complaints have been lodged will be the sole responsible persons in case any untoward incident happens.

 

 

Dambuk bye-election announced

ITANAGAR, Oct 3: The Election Commission of India has announced  for holding of bye-election to 42-Dambuk (ST) Assembly Constituency. The  Dambuk assembly seat had fallen vacant following the death of sitting MLA Late Jomin Tayeng.

As per the  bye-election schedules, notification  will be issued on  Oct 7, last date of nomination is Oct 14, scrutiny on Oct 15, withdrawal of candidature on Oct 17 and date of poll is Oct 31. Counting of votes will be held on  November 4 and  the  election shall be completed on Nov 6.

With the announcement of election, the provision of the Modal Code of Conduct for the guidance of political parties and candidates, announcement of any financial grants in any form or make promises thereof, ban on transfer of officers/officials connection with conduct of election, etc. has come into force with immediate effect.

Model Code will apply to the whole of Lower Dibang Valley District and shall be effective till completion of Election.

The Chief Electoral Officer, Itanagar has asked all the Govt. departments to take note of this for compliance. The  Commission has made it absolutely clear that any violation of instruction regarding ban on transfer of officers/officials connected with conduct of election, payment out of discretionary fund and guidelines on model code of conduct for political parties and candidates will be viewed very seriously and necessary action as deemed appropriate would be taken on each case of violation. IFCSAP demands fresh religion census

ITANAGAR, Oct 3: Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) has demanded the state government to conduct separate and fresh religion census in the minority concentrated districts and blocks of Arunachal Pradesh. This was a unanimous decision of IFCSAP’s seven district units of Kurung Kumey, Lower Subansiri, Upper Subansiri, Lower Siang, West Siang, Upper Siang and East Siang.

IFCSAP, which toured Subansiri and Siang region covering the seven districts to create public awareness about the just implemented minority schemes and the roles of the Society, said that the State Government has not conducted any intensive religion census in the state after private NGO OKD Institute for Social Change and Development, Guwahati affiliated (ICSSAR), New Delhi conducted census in 2007-08, an IFCSAP release said.

IFCSAP also stated that in Arunachal Pradesh, Budhism falls under the single category of indigenous faith as stated in “Arunachal Pradesh Freedom of Religion Act 1978”.

It, however, said that those people, who follow Buddhism should themselves decide whether they will avail the minority schemes or ST facility themselves.

The IFCSAP team also held meetings with the members of district units and indigenous faith believers to create awareness about indigenous cultural movement and roles of IFCSAP for the status of ST and Minority.

 

 

Fernandes calls on Governor

ITANAGAR, Oct 3: Union Minister of Road Transport and Highways Oscar Fernandes called on the Governor of Arunachal Pradesh, Lt General (Retd) Nirbhay Sharma at Raj Bhavan here today. Discussion took place on various issues related to roads and highways of Arunachal Pradesh.

Highlighting the importance of good conditioned roads for the overall development of the state viz. Health, Education, Transport, Tourism, Trade and Commerce etc., the Governor emphasized timely completion of the ongoing roads and highway projects in the state.

The Governor expressed the requirement of single window clearances from MoEF to reduce the inordinate delays in the projects. Further the Governor also felt there should be a single agency for effective monitoring of all the roads  and  highway projects undergoing in the State.

The issue of timely submission of DPRs, Technical Evaluation of projects, inclusion of certain critical machineries/equipments and co-ordination with BSNL etc. were touched upon in the discussion. PRO to Governor

 

 

Inspection of all private schools in West Siang begins

AALO, Oct 3: Following directives of education commissioner and West Siang district Deputy commissioner,  inspections and verification of all private schools - registered and unregistered, located in different parts of the district are being carried out by  West Siang DDSE Tomi Doke Lendo, Moli Tato, District Adult  Education Officer (DAEO), Bamin Loyi, BEO Hq (Estt) and BEO/BRC/CRC  with effect from Sept 25 last without gaping even on Saturday and Sunday.

Almost 44 private  schools of the district have been checked  by the team and they found that some schools having no proper infrastructure, not adopting CCE, no registration till date and somewhat deviating from RTE norms.

The main motive behind the inspection and verification is to identify whether schools are  running under society’s registration, whether school is registered and  Annual Registration Fee is  being paid to Govt. or not, if not registered, clearance  certificates from HoDs, CCE is implemented in those schools at par with CBSE  based syllabus. Text books used are of NCERT publication or Holyfaith private  publisher at the elementary level, school is well fortified with proper fencing  around and single entry gate, academic building/hostels/staff quarters are of OB  Type, plan to convert it into well knit MIBT(CGI Sheet Roofing with strong cement  flooring), SPT, RCC etc to create hygienic environment, drinking water facilities, proper electrification, toilet, bathroom for boys and girls separately, to  identify whether lady warden is appointed strictly for Girls Hostel irrespective of any age group and male warden for Boys Hostel, whether school is located in a easy transportable area or not with extension surrounding.

The inspection team also identified some schools which deserve appreciation for their planning and  service rendered to children are concerned.

There are some schools which require immediate redressal, improvement to bring them into mainstream of RTE norms. The final report of the inspection team are  likely to be made available in mid October after covering all private schools from  Likabli area to Monigong/Mechuka. DIPRO

 

 

AGIS lodges complaint against physical assault on surveyors

ITANAGAR, Oct 3: Alleging physical assault on their field surveyors and damage of survey equipments at Tawang by some miscreants, M/s Arunachal GIS Info Solutions (AGIS) has urged the Students Movement of Arunachal (SUMA) to intervene the matter and take the issue with District Administration for the sake of Developmental Planning of the region as well as early completion of the work.

AGIS, which currently working at Tawang site for the project entitled as “Cadastral Survey of Four selected Townships in Arunachal Pradesh and Preparation of Cadastral Maps” with Department of Land Management, GoAP, alleged in its complaint letter that some local miscreants (under the leadership of one Lham Dorjee, employed under Krishi Vigyan Kendra), entered into the workplace near Tawang bus stand on the forenoon of September 20, interfered with the progress of work and completely damaged one Electronic Total Station, ETS Stand, and associated instruments like Auto level, Prism, etc.

They also physically assaulted field surveyors and threatened to stop due to unknown reason.

A FIR was lodged with the local police station at Tawang related to this matter. But, the matter has not been resolved yet despite assurance from the administration, AGIS release said.

“However, on September 23, the accused and one Seten Chombay approached our Technical and Management team for negotiations and compensation of the damaged items. But there was no response from them since last one week,” the release said.

“On being contacted, Seten Chombey repeatedly told us they are considering the matter and will settle the issue soon,” the release added.

Meanwhile, SUMA president Biri Tabing has directed Lham Dorjee to immediately settle the case as negotiated by them under the liaising of Seten Chombey.

SUMA also appealed to the locals to be a part of development process instead of obstructing it and settle the matter immediately.

 

 

Gandhi Jayanti celebrated

ITANAGAR, Oct 3: The reports regarding celebration of Gandhi Jayanti across Arunachal Pradesh have been pouring in media houses.

At  Itanagar, Holy Cross School, Nyokum Lapang  celebrated the Gandhi Jayanti in a befitting manner. It conducted a mass social service starting from school campus to Mithun Gate, besides special clean drive of the school approach road in which all the students and the teaching staffs participated.

After clearing the garbage from Old Dree Ground and planting trees around it, a signboard was later put outside the ground asking to keep it clean. Later, the school principal briefed the students on the importance of keeping the surrounding clean and to grow civic sense. She also urged the students to follow the path of Gandhiji.

At Bordumsa in Changlang district, the Gandhi Jayanti was celebrated at Govt Higher Secondary School, Bordumsa with participation of students and teachers.

The celebration began with prabhat pherry early morning wherein large number of students and teachers participated.  Later a  prayer meeting was held at the school where the  students and  teachers including Principal D Koyu paid floral tribute to the  portrait of  Mahatma Gandhi.

A large number of teachers and students also spoke on the occasion.

At Changlang, All religion prayer meet was also organized near Gandhiji’s statue at DIET campus, where the people of all community, students from various schools and Govt. officers and officials participated during the celebration.

Other highlight of the day was social service in all the Govt offices, educational institutes, colonies and market area.

At Seppa: The Birth Anniversary of Father of the Nation was celebrated in a befitting manner at Seppa on Oct 2. The celebration started with prabhat pherry in the morning wherein the school children of various schools of Seppa participated.  This was followed by garlanding to the statue of  Mahatma Gandhi by  Health and  Family Welfare Minister Atum Welly and East Kameng DC Tarin Dakpe, ADC, all the HoDs, prominent public leaders, PRIs followed by recitation of patriotic song, religious prayer  by different religion groups. The patriotic song chanted by all students of GHSS, Seppa, JNV, New Seppa.

Along with the rest of the  country, the Donyi Polo Govt. College Kamki  also celebrated Gandhi Jayanti with great pomp and gaiety. On the occasion, all the faculty members and the Principal  incharge  attended the function.

The All the students who participated also gave lectures on the  life of Gandhiji and performed various culture activities related to Gandhi’s life.

On the Same Day Tachang Jibing Secretary Literary activities accompanied by Principal incharge Dr. Gomo Karbak  conducted a Literary competition like Essay Writing, Extempore Speech and Drawing competition to commemorate the birthday of Father of Nation.

Miss Doni Riram, Jumge Pale and Dakge Riba secured  1st, 2nd and 3rd  position in  Essay writing, in  Extempore Speech Doni Riram, Domo Doji and Jhonny Ragyor scored 1st , 2nd and 3rd place.  Dani Kojing, Nyajum Basar and Lijum Basar  got 1st , 2nd and 3rd   in the Drawing Competition

At Namsai, Gandhi Jayanti was celebrated on Oct 2.  Early in the morning teachers and school children of various schools took out a prabhat phery around Namsai Township to mark the occasion. All Govt. officials and public were conducted grand social service in their respective office premises / areas from early morning. Sanitation drive also carried out by public in and around bazaar area.

Yingkiong: The Gandhi Jayanti, the birth day of Mahatma Gandhi, the father of the nation was celebrated in a befitting manner in all educational institutions throughout the district on 2nd Oct. last.

A social services by school students in various schools and market places, prabhat pherri, drawing and essay competitions were also organized to mark the day.

At Midpu:   A social service was organized at Midpu panchayat under II Doimukh Anchal Samiti Block under the guidance of ZPM Tana Yayo Nabam to mark the Gandhi Jayanti. The participants, including youths and public of Midpu panchayat also cleaned the horticulture garden, fisheries etc.

 

 

AGSU ‘s ‘Run for Brotherhood’ to strengthen sense of brotherhood among Galos

ITANAGAR, Oct 3: Run for Brotherhood-- the social awareness tour programme of All Galo Students’ Union (AGSU) was flagged off by Galo Peoples Federation (GPF) President Nyadar Loya at Rajiv Gandhi University, Doimukh in presence of hundreds of Galo students from RGU, AGSU team, including its President Jorik Bagra and General Secretary Tonya Noshi.  

Addressing gathering of students, the GPF President appreciated the initiatives of team AGSU and said that theme itself reflects the uniqueness of the tour and highlights the mantra for recollection of own brothers inhibiting across the region.

Loya also categorically mentioned that it does not matter whosoever organises the camp; what matters most is their target and motives behind their agendas.

He hoped the tour will surely strengthen the sense of brotherhood ness amongst the Galo brethren across the region.

The AGSU president explained the reason for choosing RGU premises as the place of launching of the tour programme.

“This (Run for Brotherhood) is purely a non political tour and our main objective is to prepare the statistical data of our own people inhabiting in different parts of the region since time immoral and further strengthen the sense of brotherhood among the Galos,” said the AGSU General secretary.

The flag-off ceremony was also attended by Rijo Riba, Asstt. Gen Secy RGUSU along with PG students and research scholars from Galo community.

According to an AGSU report, the 18-member team of AGSU reached Miao, Changlang District yesterday and interacted with the Galos settled in Changlang district. The meeting was chaired by Miao ADC T Mara.

After meeting at Miao, the team, led by its president, vice president and general secretary interacted with the Galos of Donyi-Polo village, Kharsang of Changlang on the same day.

The team held a meeting with the Galos of Kaba and Namleng villages, Namsai, Lohit today.

A social awareness is being scheduled at Jeko village under Lohit district tomorrow where Galos are permanently settled since long back.

 

 

 JFCPF accuses Govt of adopting divisive policy

ITANAGAR, Oct 3: Janajati Faith and Culture Protection Forum (JFCPF), Guwahati has accused the Centre and Arunachal Pradesh Government of creating division among people of indigenous religion in the name of implementing minority scheme.

“Instead of developing whole of Arunachal Pradesh, the Central Government in league with the state government has devised a divisive plan in the name of Multi -Sectoral Development exclusively for centrally listed minorities living in the state, stated JFCPF president BB Jamatia, in a release.

JFCPF feared that this discriminatory scheme will damage the unity among the people and the mistrust created by the scheme will disintegrate the citizens of a strategically important state of India.

The schemes and programmes for poverty alleviation, education, health and other welfare schemes like school buildings, girls and boys hostels, Anganwadi Centres, PHC, Sub Health Centres etc. are included as part of it.

“How the list of about 6000 beneficiaries has been selected for allocation of fund under the Indira Awas Yojana and other individual schemes when the Minister of states for Minority Affairs and Chief Minister of Arunachal Pradesh have stated the minority schemes are meant for common infrastructure development only,” Jamatia questioned.

Providing financial assistance under Indira Awas Yojana is targeted to individual minority household. Existing schemes for infrastructure development such as school electrification, road connectivity (PMGSY) etc. shall be taken up in these districts in priority basis. In addition, the schemes included in the Prime Minister’s new 15-Point programme for welfare of minorities shall be implemented vigorously in these districts.

“Once Government started providing minority benefits to people of Arunachal Pradesh it can no way stop the Muslims taking benefits out of the schemes,” he said.

A large number of Muslims in Assam are taking the minority benefits though their Indian identity is yet to be established.

Minority concentrated district must have a minority population exceeding 20% but less than 25% of the population of the district, he said.

The mechanism for counting Christian population is available with Govt. of Arunachal Pradesh under the “Freedom of religions Act 1978”.

As per the provisions of the law government is supposed to maintain a register of those who are accepting or embracing other religious faiths.

Instead of using this facility to count down Christian population, engaging OKD Institute for Social Change and Development, Guwahati, an outside agency, is nothing but violation of “Arunachal Pradesh Freedom of Religions Act 1978” by the Government of Arunachal Pradesh, he claimed.

These Minority packages provide dual benefits to Christians and Muslims. First they receive publicly funded coaching and other scholarship benefits as a member of minority community and then they receive the benefits of reservation in the services as scheduled tribe. This is a gruesome injustice to indigenous faith followers inflicted by central and state government.

“As per the Constitution of India change of religion does not affect his schedule tribe status. Therefore, declaring the Christian converts of Scheduled Tribe as minority is violation of the Constitution,” he claimed.

Describing the MsDP scheme as discriminatory in content and divisive in nature, JFCPF, Guwahati appealed to the central and state government of Arunachal Pradesh not to discriminate the Scheduled Tribe people of Arunachal Pradesh.

“If Government of Arunachal Pradesh wants to prove that it is not discriminating among its people and to treat everyone with equality the scheme should be implemented throughout the state and not through Ministry of Minority affairs,” he opined.

The apprehension thus expressed by Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP) and Janajati Suraksha Manch (JSM) of Arunachal Pradesh is genuine and deserves serious consideration, he said.

 

 

Primary Schools running without infrastructure

RUKSIN, Oct 3: The Govt. Primary schools at Ngorlung village under Ruksin block in Education Minister home district is running without necessary basic and necessary infrastructure portraying a poor education scenario.

The Govt. Primary School at Ralung village, a hamlet of main Ngorlung village is running without classroom, boundary wall and other required facilities. Established as EGS centre (Birem-Silbor) in 2011 under SSA, the school was upgraded to Govt. Primary School and accorded building sanction for construction of two classrooms along with an office room. The new building was formally inaugurated by Pasighat DDSE in presence of Pasighat-West MLA Tangor Tapak during February last year.

The school is facing great problems in accommodating its more than 80 students due to acute shortage of classroom, desk and benches and other necessary school infrstructure. Moreover, the school set up in an isolated location has no boundary wall or fencing for protection of the school properties.

The Govt. Primary School, Rombo was also facing the same problems.

The school covers Rombo agricultural site, which facilitates primary education to the children of agriculture labourers of the area. Observing the problems faced by the young learners, the local villagers have constructed a three-room kaccha house in the school premise. The members of School Management Committee said the education department, despite of repeated appeals has not granted sanction for infrastructure development of the primary school.

 

 

Year-long mass awareness prog. for conservation of endangered fish species Chaca chaca concludes

ITANAGAR, Oct 3: The year-long mass awareness programme for conservation of endangered fish Chaca chaca in Arunachal Pradesh concluded.

Various programmes were organized during the year-long programme where the village heads (Gaon Bura) and panchayat leaders were informed about the fish, its importance and future prospects.

Presently, there are three living species under the family Chacidae, namely Chaca chaca, Chaca burmensis and Chaca bankanensis. Chaca chaca is found in Bangladesh and some specific states in India and Nepal and is on the verge of extinction. Chaca bankanensis is found in Brunei, Indonesia and Malaysia and the species Chaca burmensis is present in Myanmar (Burma) only.

The restricted distribution of this endangered fish species Chaca chaca seeks high and immediate attention towards its conservation. Focus on its conservation has merely been emphasized through mass awareness programmes carried out in many parts of Arunachal Pradesh.

Briefing sessions were made to the students, who disseminated the knowledge about this endangered fish Chaca chaca to their society for its conservation.

Short seminars were also organized at different levels at various places. Postering campaign highlighting the importance of conserving the fish species were also organized at different places, schools, colleges and other public places to motivate the people join their hands to conserve this fish.

Mass awareness programmes were organized mostly in those areas where the fish species were observed and seen, according to a release by DR. K. K. Jha, Head of Department of Zoology JN College, Pasighat.

The programme was sponsored by Ministry of Environment and Forests, Government of India in collaboration with Fish Germplasm Research Laboratory, Department of Zoology, Jawaharlal Nehru College, Pasighat under the Principal Investigatorship of Dr. Keshav Kumar Jha, Head, Department of Zoology, JN College, Pasighat; Prof. TK Ghosh, University Department of Zoology, TM Bhagalpur University, Bhagalpur; Prof. VC Jha, Director, NATMO, DST, Government of India; Dr. SK. Sinha, JN College, Pasighat and with the help of research personnel’s and members from all corners of the society.

Ways to improve school governance

Two new studies on School Management and Teacher Cadre Management, released by Save the Children, have revealed interesting insights into how schools can be made better and how the quality of teachers needs to be treated as a serious issue. The study on School Management for Quality Inclusive Education reveals that although there is some improvement towards making schools more inclusive, there is was no substantive evidence of linkages between different levels/layers of decentralisation and how it facilitates quality inclusive education.

However, the study has highlighted that even where the overall education mechanism does not provide for true decentralisation, a motivated and highly committed head of the school can and does make a big difference. A combination of a good head teacher and a team of good teachers is the ultimate formula of a well-managed, sensitive and engaged school.

The study has highlighted that while school level committees have been created in almost all the states they are involved mainly in supervision of civil works, mid-day meals, monitoring enrolment and attendance of children, mobilising resources for school supplies. According to the study, committees in a few states also monitor the attendance and regularity of teachers but they are not involved in academic monitoring or providing academic support to schools.

The study has highlighted that the pro-active involvement of community and a highly motivated head master could bring a change in the education system. This is a two-way process. The literature also points to the need for synergy between all three - head master (the school as an institution), the VEC or SDMC (parents and community) and the Panchayat (local self governance institutions). Where the three came together then school governance improved.

Through your esteemed column would like to clarify in regards to article published on 27/9/2013 and 1/10/2013 regarding "Discrimination in Distribution of Land Compensation" by district authority of East Kameng. As stated above, I have nothing to do with the said article as I am innocent and law abiding citizen of the area. I have no idea whatsoever as claimed by the youths of Pakke-Kessang circle regarding the aforesaid subject. Mr Nabam Bodh Hina and Mr Raha Techi have published my name in your local daily without my knowledge and permission. Therefore, I earnestly request my friends and family not to repeat the said publication in future which may affect my personal disciplines and character as I am sincere Govt, servant.

Don’t take destructive decision

Dear Editor,

This is in response to the news items published in connection with the attempt to activate NPF in our Arunachal which reminds me of one of the  popular Hindi film song's first liner i.e" Mere angane mei tumhara kya kaam hein?" (or what is the interest of NPF in our state?)

Each regional party, as some have correctly pointed, has an area of influence and operation like RJD, JD (U)-Bihar, DMK, AIDMK-Tamil Nadu, TMC-W/Bengal, AGP-Assam, PPA-Arunachal, so on and so forth. Similarly NPF also should in my opinion, operate in Nagaland, if it is recognized there.

In our earnest desire to be branded as the “largest democracy", we are still nurturing a political party like Muslim League in a south Indian state. Whereas, even an average student of history will know that once this very party was responsible for curving out of East & West Pakistan from our country.

I think, as democrats, we have understood our rights little bit more than necessary. But we have somewhere forgotten our duties towards future generation as sons and daughters of the land/nation.

Our defeats and hurdles in the political career should not become a reason for us to take destructive steps. If we want to contribute to the society by joining politics, definitely we can join in a acceptable party or we can even form a new regional party in the name of ARUNACHAL.

It would have been a more welcome episode if we could read in the news that those friends or elders have formed a new party in the name & style of ARUNACHAL PEOPLES' FRONT.

Kendriya Vidyalaya is a discriminatory institute

Dear Editor,

Through the column of your esteemed daily, I would like to bring to notice the several injustices and irregularities being practiced by the authorities of Kendriya Vidyalayas of Arunachal Pradesh. These schools have turned into heaven for accomplishing their personal goals and benefits in all possible manner. They have been largely successful in it primarily because of our people’s simplicity and lack of consciousness. They claim 'public benefit' to be their guiding principle, but as a matter of fact their every action is for advancing their private gain and interest.

Besides, these authorities are extremely oppressive and discriminatory against the local staffs for unknown reasons. I myself had been a victim while serving as a contractual teacher at KV No. 1 Naharlagun. Later, I came to know that I was terminated abruptly without any apparent reason for accommodating some family members of the authorities. They declare rules that suit their convenience even if classes go without teachers.  The authorities at regional level would turn blind so as to advance their own interest in return. Performance awards are bagged by teachers who offer themselves for personal services of various kinds to the authorities outside the class and teaching takes the back seat.

I completely subscribe to Mr. Majumder (as published in September 27 Readers Forum) and congratulate him for setting up an example by bringing forward the whimsical attitude practiced by the KV authorities. We mostly remain silent against oppressions anticipating sympathetic behaviour. On the contrary however it boosts the morale of the wrong doers who start believing that they can get away with their act. It is therefore high time to raise our voices against such oppressions.

Last but not the least, I highly appreciate the role of Arunachal Times for being the voice of voiceless and a ray of hope for the hapless in this forgotten land where neither the central nor state government authorities seem to care for imparting quality education as students studying in these schools do not belong to the so called 'creamy' sections of the society.

Poor deprived of rights

Dear Editor,

This is in regard to the injustice being meted out to the poor villagers in the recent selection of National Food Security Ordinance (NFSO) Beneficiary at the SDO Office Likabali. The GOI is under the process of implementing National Food Security Bill in the country. The ordinance guarantees 5 kg of rice, wheat and coarse cereals per person at a highly subsidized rate of 1 to 3 rupees per kg. It has been a great hope for many of us when we were notified about the Govt.’s policy of food security. But as usual the hopes have been shattered by the unjustified working of our govt. machineries and the corrupt politics from the root level itself.  We would like to question the concerned authority that if the poor villagers are not eligible for the beneficiary then why there was drama for collection of high fees for the NFSO Ration card?  The following fees were charged  from public to get enlisted as NFSO beneficiary  at SDO Office Likabali:- 1) Ration Card form- Rs 30/-  2) Court stamp of Rs. 10 charged @ Rs 50/-   3) Signature charge and verification of BPL list – Rs 10/-  4) Income certificate Rs. 60/-           5) Photos & Xerox(market):- Rs 70/-. Thus a total sum of Rs. 230(Rupees two hundred and thirty) only was being spent by every individuals for applying in NFSO Beneficiary. Only few privileged families were selected from numerous applicants by SDO Office vide No.LKB/SUP/NFSO-1/14/519 Dated 24/09/2013.

The irony regarding selection procedure is that the real poor villagers have no sign of finding food security whereas even the Ex-Servicemen had found a place in the list. The concerned office had put a step forward for the failure of the bill and had done injustice with the poor villagers. We appeal the DA that the selection of the NFSO Ration card list be reconsidered and look into the matter of collection of unwanted fees from the public by the concerned office. We would like to know whether the DA has directed the office for the collection of such kind of fees which when summed together will be in LAKHS OF RUPEES.
