ITANAGAR, Oct 3: Reviewing the progress of national highway works and centrally sponsored road projects of Arunachal Pradesh today here at State Banquet hall in the evening, Union Minister for Road Transport & Highways Oscar Fernandes called for maintaining timeframe of various road projects to bridge the infrastructural deficit adding that fund for such priority sector is available. He asked the State PWD, MORTH & BRO to work on achieving maximum connectivity in the border state on time to avoid cost overrun and in view of the short working season and above all as roads are the lifeline of connectivity in this landlocked state.
Informing about the recent meeting held at New Delhi under the initiative of Prime Minister to monitor the implementation of road and highway projects and the meeting of NE states held earlier at Guwahati as a precursor to it, the Minister said that tour to Arunachal Pradesh is a commitment to take forward the Centre’s concern to speed up development in NE region through connectivity.

He said that Central flagship programmes in Arunachal Pradesh in Water Supply and sanitation, in rural development, BADP including TAH are properly monitored under the third party monitoring project. He also took up the matter of opening the Stillwell road to boost the economy of the Arunachal and NE region as a whole.

Governor exhorts younger generation to become agent of change
ITANAGAR, Oct 3: Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma today called upon the faculty members and students of the Rajiv Gandhi university to be the ‘agent of change’. The Governor, who is the Chief Rector of the University, was addressing the faculty members and students at the University auditorium during his visit to the University.
Calling the students as the future of the Nation, the Governor said that the nation's progress solely depends on them.
Sharing his experience of 50 years in public service, the Governor pointed that his generation is now in the process of handing over the baton into the hands of today’s young men and women. The responsibility of restoring India’s glory and making it reach its full potential is on them. He exhorted the younger generation to discipline themselves. “Discipline leads to respect for each other, which in turn creates peace and harmony in the campus and in the society. Discipline since early life helps to grow as a responsible and responsive citizen. That will not only help in inculcating a quest for knowledge, a spirit of tolerance, a positive mind and respect for fellow human beings, but also in bringing out the best in a person.”
Recalling the India’s ancient reputation all over the world as a glorious centre of education, the Governor urged upon the students to be inquisitive. He advised them not to be trapped by dogma, which is living with the results of other people’s thinking.
Stating that excellence is the key, the Governor advised the students to strive to be excellent and best to be in whatever field they choose. SUMA leader receives threatening call
ITANAGAR, Oct 3: Students Union Movement of Arunachal (SUMA) President Biri Tabing in a release informed that he has received threats in form of phone calls from an unidentified person directing him to stop doing any activities against Naga People's Front (NPF)’s promotion in Arunachal Pradesh.
“I have received the first threatening call on September 30 evening at around 9 to 10 pm from an unknown phone number (9402459922) directing me to stop doing any activities against Naga People's Front (NPF)’s promotion in Arunachal Pradesh.
The anonymous call further ordered me to refrain from lodging any more complaint against NPF. The same call was repeated from the same number on the very next day (i.e. October 1),” Tabing claimed in a release.
SUMA team led by its Convenor on September 27, 2013 had lodged an FIR with Ziro Police station against advocate Subu Kechi questioning the logic behind his personal interest in promoting NPF in Lower Subansiri district, Arunachal Pradesh, the release informed.
“Again, on September 30, 2013, I lodged a complaint against few prime promoters of NPF, namely Tapir Gao, Jaadik Tali, Geli Ete and Subu Kechi in the office of Director General of Police (DGP), Headquarters, Itanagar and copies of the same was circulated to all media houses for publication as well posted in social networking site,” the release said.
Meanwhile, Tabing while apprehending security fears said that the persons against whom the complaints have been lodged will be the sole responsible persons in case any untoward incident happens.

IFCSAP demands fresh religion census
ITANAGAR, Oct 3: Indigenous Faith and Cultural Society of Arunachal Pradesh (IFCSAP) has demanded the state government to conduct separate and fresh religion census in the minority concentrated districts and blocks of Arunachal Pradesh. This was a unanimous decision of IFCSAP’s seven district units of Kurung Kumey, Lower Subansiri, Upper Subansiri, Lower Siang, West Siang, Upper Siang and East Siang.
IFCSAP, which toured Subansiri and Siang region covering the seven districts to create
public awareness about the just implemented minority schemes and the roles of the
Society, said that the State Government has not conducted any intensive religion
census in the state after private NGO OKD Institute for Social Change and Development,
Guwahati affiliated (ICSSAR), New Delhi conducted census in 2007-

Deputy commissioner, inspections and verification of all private schools -
Almost 44 private schools of the district have been checked by the team and they found that some schools having no proper infrastructure, not adopting CCE, no registration till date and somewhat deviating from RTE norms.
The main motive behind the inspection and verification is to identify whether schools are running under society’s registration, whether school is registered and Annual Registration Fee is being paid to Govt. or not, if not registered, clearance certificates from HoDs, CCE is implemented in those schools at par with CBSE based syllabus. Text books used are of NCERT publication or Holyfaith private publisher at the elementary level, school is well fortified with proper fencing around and single entry gate, academic building/hostels/staff quarters are of OB Type, plan to convert it into well knit MIBT(CGI Sheet Roofing with strong cement flooring), SPT, RCC etc to create hygienic environment, drinking water facilities, proper electrification, toilet, bathroom for boys and girls separately, to identify whether lady warden is appointed strictly for Girls Hostel irrespective of any age group and male warden for Boys Hostel, whether school is located in a easy transportable area or not with extension surrounding.
The inspection team also identified some schools which deserve appreciation for their planning and service rendered to children are concerned.
There are some schools which require immediate redressal, improvement to bring them into mainstream of RTE norms. The final report of the inspection team are likely to be made available in mid October after covering all private schools from Likabli area to Monigong/Mechuka. DIPRO
AGIS lodges complaint against physical assault on surveyors
ITANAGAR, Oct 3: Alleging physical assault on their field surveyors and damage of survey equipments at Tawang by some miscreants, M/s Arunachal GIS Info Solutions (AGIS) has urged the Students Movement of Arunachal (SUMA) to intervene the matter and take the issue with District Administration for the sake of Developmental Planning of the region as well as early completion of the work.
AGIS, which currently working at Tawang site for the project entitled as “Cadastral Survey of Four selected Townships in Arunachal Pradesh and Preparation of Cadastral Maps” with Department of Land Management, GoAP, alleged in its complaint letter that some local miscreants (under the leadership of one Lham Dorjee, employed under Krishi Vigyan Kendra), entered into the workplace near Tawang bus stand on the forenoon of September 20, interfered with the progress of work and completely damaged one Electronic Total Station, ETS Stand, and associated instruments like Auto level, Prism, etc.
They also physically assaulted field surveyors and threatened to stop due to unknown reason.
A FIR was lodged with the local police station at Tawang related to this matter. But, the matter has not been resolved yet despite assurance from the administration, AGIS release said.
“However, on September 23, the accused and one Seten Chombay approached our Technical and Management team for negotiations and compensation of the damaged items. But there was no response from them since last one week,” the release said.
“On being contacted, Seten Chombey repeatedly told us they are considering the matter and will settle the issue soon,” the release added.
Meanwhile, SUMA president Biri Tabing has directed Lham Dorjee to immediately settle the case as negotiated by them under the liaising of Seten Chombey.
SUMA also appealed to the locals to be a part of development process instead of obstructing it and settle the matter immediately.
ITANAGAR, Oct 3: The reports regarding celebration of Gandhi Jayanti across Arunachal Pradesh have been pouring in media houses.
At Itanagar, Holy Cross School, Nyokum Lapang celebrated the Gandhi Jayanti in a befitting manner. It conducted a mass social service starting from school campus to Mithun Gate, besides special clean drive of the school approach road in which all the students and the teaching staffs participated.
After clearing the garbage from Old Dree Ground and planting trees around it, a signboard was later put outside the ground asking to keep it clean. Later, the school principal briefed the students on the importance of keeping the surrounding clean and to grow civic sense. She also urged the students to follow the path of Gandhiji.
At Bordumsa in Changlang district, the Gandhi Jayanti was celebrated at Govt Higher Secondary School, Bordumsa with participation of students and teachers.
The celebration began with prabhat pherry early morning wherein large number of students and teachers participated. Later a prayer meeting was held at the school where the students and teachers including Principal D Koyu paid floral tribute to the portrait of Mahatma Gandhi.
A large number of teachers and students also spoke on the occasion.
At Changlang, All religion prayer meet was also organized near Gandhiji’s statue at DIET campus, where the people of all community, students from various schools and Govt. officers and officials participated during the celebration.

At Seppa: The Birth Anniversary of Father of the Nation was celebrated in a befitting manner at Seppa on Oct 2. The celebration started with prabhat pherry in the morning wherein the school children of various schools of Seppa participated. This was followed by garlanding to the statue of Mahatma Gandhi by Health and Family Welfare Minister Atum Welly and East Kameng DC Tarin Dakpe, ADC, all the HoDs, prominent public leaders, PRIs followed by recitation of patriotic song, religious prayer by different religion groups. JFCPF accuses Govt of adopting divisive policy
ITANAGAR, Oct 3: Janajati Faith and Culture Protection Forum (JFCPF), Guwahati has accused the Centre and Arunachal Pradesh Government of creating division among people of indigenous religion in the name of implementing minority scheme.
“Instead of developing whole of Arunachal Pradesh, the Central Government in league
with the state government has devised a divisive plan in the name of Multi -

The schemes and programmes for poverty alleviation, education, health and other welfare schemes like school buildings, girls and boys hostels, Anganwadi Centres, PHC, Sub Health Centres etc. are included as part of it.
“How the list of about 6000 beneficiaries has been selected for allocation of fund under the Indira Awas Yojana and other individual schemes when the Minister of states for Minority Affairs and Chief Minister of Arunachal Pradesh have stated the minority schemes are meant for common infrastructure development only,” Jamatia questioned.
Providing financial assistance under Indira Awas Yojana is targeted to individual
minority household. Existing schemes for infrastructure development such as school
electrification, road connectivity (PMGSY) etc. shall be taken up in these districts
in priority basis. In addition, the schemes included in the Prime Minister’s new

The mechanism for counting Christian population is available with Govt. of Arunachal Pradesh under the “Freedom of religions Act 1978”.
As per the provisions of the law government is supposed to maintain a register of those who are accepting or embracing other religious faiths.
Instead of using this facility to count down Christian population, engaging OKD Institute for Social Change and Development, Guwahati, an outside agency, is nothing but violation of “Arunachal Pradesh Freedom of Religions Act 1978” by the Government of Arunachal Pradesh, he claimed.
These Minority packages provide dual benefits to Christians and Muslims. First they receive publicly funded coaching and other scholarship benefits as a member of minority community and then they receive the benefits of reservation in the services as scheduled tribe. This is a gruesome injustice to indigenous faith followers inflicted by central and state government.
“As per the Constitution of India change of religion does not affect his schedule tribe status. Therefore, declaring the Christian converts of Scheduled Tribe as minority is violation of the Constitution,” he claimed.
Describing the MsDP scheme as discriminatory in content and divisive in nature, JFCPF, Guwahati appealed to the central and state government of Arunachal Pradesh not to discriminate the Scheduled Tribe people of Arunachal Pradesh.
“If Government of Arunachal Pradesh wants to prove that it is not discriminating among its people and to treat everyone with equality the scheme should be implemented throughout the state and not through Ministry of Minority affairs,” he opined.
The apprehension thus expressed by Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP) and Janajati Suraksha Manch (JSM) of Arunachal Pradesh is genuine and deserves serious consideration, he said.

Presently, there are three living species under the family Chacidae, namely Chaca chaca, Chaca burmensis and Chaca bankanensis. Chaca chaca is found in Bangladesh and some specific states in India and Nepal and is on the verge of extinction. Chaca bankanensis is found in Brunei, Indonesia and Malaysia and the species Chaca burmensis is present in Myanmar (Burma) only.
The restricted distribution of this endangered fish species Chaca chaca seeks high and immediate attention towards its conservation. Focus on its conservation has merely been emphasized through mass awareness programmes carried out in many parts of Arunachal Pradesh.
Briefing sessions were made to the students, who disseminated the knowledge about this endangered fish Chaca chaca to their society for its conservation.
Short seminars were also organized at different levels at various places. Postering campaign highlighting the importance of conserving the fish species were also organized at different places, schools, colleges and other public places to motivate the people join their hands to conserve this fish.
Mass awareness programmes were organized mostly in those areas where the fish species were observed and seen, according to a release by DR. K. K. Jha, Head of Department of Zoology JN College, Pasighat.

This is in response to the news items published in connection with the attempt to activate NPF in our Arunachal which reminds me of one of the popular Hindi film song's first liner i.e" Mere angane mei tumhara kya kaam hein?" (or what is the interest of NPF in our state?)
Each regional party, as some have correctly pointed, has an area of influence and

Whereas, even an average student of history will know that once this very party was responsible for curving out of East & West Pakistan from our country.

Kendriya Vidyalaya is a discriminatory institute
Dear Editor,
Through the column of your esteemed daily, I would like to bring to notice the several injustices and irregularities being practiced by the authorities of Kendriya Vidyalayas of Arunachal Pradesh. These schools have turned into heaven for accomplishing their personal goals and benefits in all possible manner. They have been largely successful in it primarily because of our people’s simplicity and lack of consciousness. They claim 'public benefit' to be their guiding principle, but as a matter of fact their every action is for advancing their private gain and interest.
Besides, these authorities are extremely oppressive and discriminatory against the local staffs for unknown reasons. I myself had been a victim while serving as a contractual teacher at KV No. 1 Naharlagun. Later, I came to know that I was terminated abruptly without any apparent reason for accommodating some family members of the authorities. They declare rules that suit their convenience even if classes go without teachers. The authorities at regional level would turn blind so as to advance their own interest in return. Performance awards are bagged by teachers who offer themselves for personal services of various kinds to the authorities outside the class and teaching takes the back seat.
I completely subscribe to Mr. Majumder (as published in September 27 Readers Forum) and congratulate him for setting up an example by bringing forward the whimsical attitude practiced by the KV authorities. We mostly remain silent against oppressions anticipating sympathetic behaviour. On the contrary however it boosts the morale of the wrong doers who start believing that they can get away with their act. It is therefore high time to raise our voices against such oppressions.
Last but not the least, I highly appreciate the role of Arunachal Times for being the voice of voiceless and a ray of hope for the hapless in this forgotten land where neither the central nor state government authorities seem to care for imparting quality education as students studying in these schools do not belong to the so called 'creamy' sections of the society.

Poor deprived of rights

This is in regard to the injustice being meted out to the poor villagers in the recent
selection of National Food Security Ordinance (NFSO) Beneficiary at the SDO Office
Likabali. The GOI is under the process of implementing National Food Security Bill
in the country. The ordinance guarantees 5 kg of rice, wheat and coarse cereals per
person at a highly subsidized rate of 1 to 3 rupees per kg. It has been a great hope
for many of us when we were notified about the Govt.’s policy of food security. But
as usual the hopes have been shattered by the unjustified working of our govt. machineries
and the corrupt politics from the root level itself. We would like to question the
concerned authority that if the poor villagers are not eligible for the beneficiary
then why there was drama for collection of high fees for the NFSO Ration card? The
